The Social Justice Center condemns another case of harassment and persecution directed towards civil activist Samira Bayramova and urges law enforcement agencies to ensure the safety, dignity, and freedom of female activists.
On October 4, Samira Bayramova shared a photo revealing that unknown individuals had painted a Russian flag and a cross on the door of her residence. This act seemed to be a reaction to the disturbing events that unfolded in Marneuli the year prior, during which Samira Bayramova found herself subjected to harassment and menacing public threats from members associated with the "Conservative Movement" party, known for their pro-Putin and extremist affiliations.
Unfortunately, Samira Bayramova has been a recurring target of threats, persecution, and harassment by various radical groups and local public officials due to her unwavering commitment to activism and freedom of expression. Notably, in the spring of 2022, she faced life threats and public insults from members of an extremist party. In response, Samira Bayramova took a decisive stand by symbolically drawing the building of their party with the flags of the European Union and Ukraine as a profound act of protest.
Additionally, on July 2, 2022, while engaged in the "Towards Europe" campaign in the city of Marneuli, Samira Bayramova, alongside with fellow activists, endured a distressing assault and verbal abuse by the City Hall and City Council employees. Tragically, despite these profoundly troubling occurrences, none of these incidents have sparked a thorough investigation or elicited the necessary legal response.
The recent events near Samira Bayramova's residence, which encompass the menacing incidents that unfolded in the spring of 2022, along with the potential linkage between these occurrences and the symbols left at her house, appear to convey a message of intimidation. These actions likely stem from varying perspectives and ethnic identities associated with Samira Bayramova. Given the compelling indicators, a prompt and thorough investigation must be initiated, followed by appropriate legal responses to address this distressing situation.
Law enforcement agencies should understand how these actions harm the peaceful coexistence of different groups, equality, and community integration. Samira Bayramova has been actively involved with public for many years, focusing on advancing women's social and political empowerment in the Kvemo Kartli region. Such actions significantly hinder her ability to work in a safe environment. The weak and insensitive responses from law enforcement agencies in cases like these not only foster an atmosphere of impunity and insecurity but also stir a chilling effect on other activists, impairing their ability to engage in public expression and their essential work. This impact is especially severe in regions densely populated by ethnic minorities, where democratic processes are already strained due to systemic challenges related to state policies.
