EMC has submitted individual and joint submissions to the UN Human Rights Council for the 2nd Cycle of Georgia’s Universal Periodic Review (UPR)
On March 23, 2015, Human Rights Education and Monitoring Center (EMC) has submitted individual and joint submissions [together with other NGOs] to the UN Human Rights Council for the 2nd Cycle of Georgia’s Universal Periodic Review (UPR). The reports include information about the implementation of the recommendations made to Georgia in UN Human Rights Council during the 1st Cycle of UPR in 2011, as well as, regarding the national human rights framework and the situation on the ground. In addition, the information is followed by the set of recommendations for the improvement of human rights situation in the country.
The individual submission of the Human Rights Education and Monitoring Center (EMC) ‘Protection of Social and Economic Rights in Georgia: Right to Adequate Housing and Labor Rights’ provides information about the situation of socially vulnerable homeless persons, ecomigrants and employees in Georgia.
Joint Submission ‘Protection of Rights of Discriminated and Vulnerable Groups in Georgia’ provides information about the existing situation in terms of discrimination, as well as, rights of various groups inter alia ethnic and religious minorities, foreigners, LGBT, internally displaced persons, persons with disabilities, etc. Human Rights Education and Monitoring Center (EMC) worked on the joint submission together with NGOs: Identoba, Georgian Young Lawyers’ Association, Accessible Environment for Everyone, Civil Integration Foundation (CIF), Public Movement – Multinational Georgia (PMMG), Partnership for Human Rights (PHR) and Analytical Center for Interethnic Cooperation and Consultations (ACICC).
Joint Submission ‘Women’s Human Rights in Georgia’ describes the situation of women, including gender aspects resulting in social vulnerability of women and homelessness. The report also provides information about the living conditions of homeless women. Human Rights Education and Monitoring Center (EMC) participated in the process of preparation of the joint submission together with other partner NGOs: Sapari, International Society for Fair Elections and Democracy (ISFED), Women's Initiatives Supporting Group (WISG), ACESO International for Women, Health Education Rights Alternative (HERA XXI) and Alternative Georgia.
Joint Submission Independence of the Judiciary, Institutional settings and the reforms of the Prosecutor’s Office and of the Ministry of Interior, Problem of Effective Prevention and Investigation of human rights abuses, Torture and ill treatment in prisons’ addresses the existing problems in relation to these institutions and entities. The Report was prepared by Georgian Young Lawyers’ Association (GYLA), Human Rights Education and Monitoring Center (EMC), Penal Reform International (PRI) and Georgian Center for the Rehabilitation of Torture Victims (GCRT).
Georgia’s 2nd Cycle of UPR at UN Human Rights Council is scheduled for November 2015. In addition to other sources of information, the review will be based on individual and joint contributions from NGOs. Human Rights Education and Monitoring Center (EMC) will continue to be involved in this process.
