Following the 2024 parliamentary elections, the work of the Parliament of Georgia underwent substantial changes. Against the backdrop of the political crisis concerning the legitimacy of the elections, mass public protests, a parliamentary boycott by the majority of opposition parties, and the suspension of the EU integration process, the Parliament of the 11th Convocation continued its work with a virtually one-party composition. Taken together, these circumstances significantly altered both the political function of Parliament and the nature of its legislative work.

Between November 2024 and June 2026, Parliament adopted nearly 300 legislative initiatives/packages, most of which were adopted through expedited procedures without substantive consideration and had a negative, and in some cases devastating, impact on various aspects of human rights protection, the democratic functioning and checks and balances of state institutions, and the functioning of the political and legal system in the country more broadly. During the same period, when regressive changes were being pursued with particular intensity, a significant part of the legislative agenda was aimed at postponing previously planned reforms/policies and abolishing existing institutions without providing alternatives.

This document assesses the main directions of the legislative work of the Parliament of the 11th Convocation and identifies the broader trends that emerged from an analysis of the legislation adopted. The document combines a quantitative and substantive assessment of Parliament’s work and seeks to demonstrate that legislative changes implemented across various areas form part of a unified political and legal logic that has increasingly less in common with the spirit of the Constitution of Georgia and the country’s democratic development instead serving to concentrate power.
