Introduction

This document assesses the work and final conclusion of the interim fact-finding commission of the Parliament of Georgia (hereinafter as the "Commission") concerning the armed conflict of August 2008. The assessment integrates two interconnected perspectives: an international legal analysis and the policy contexts of reconciliation, confidence-building, and conflict transformation.

The purpose of this document is not to provide an exhaustive analysis of all thematic directions of the Commission's conclusion. Its focus is solely on the section related to the political and legal interpretation of the August War, as well as the long-term interests of Georgia’s de-occupation, reconciliation, and engagement policy.
