Expert (security studies)

Social Justice Center, within the framework of EU funded project "Supporting Accountable and Human Rights-Oriented Security Sector through Research, Advocacy and Inclusive Dialogue", announces a competition for the provision of research services on security policy issues.

One of the main directions of the project is the production of dialogue based on expert facilitation around the national security strategy and security architecture. Accordingly, 3 experts will be selected for the project through this call (2 experts have already been chosen through a previous call). Each will work on the issues listed below (one or more), taking into account their competence and interests. The expert is not required to have specific knowledge regarding all the topics listed below, except for the research areas selected by her/him. The work of the experts will focus on desk research on the following topics to strengthen human rights-based and socially reasonable policies and practices in the security sector and on participation in advocacy and public awareness activities based on the research findings.

Description of main duties:

  • Desk research of relevant international practices and local context regarding security policy under the supervision of the project coordinator;
  • Processing information received during the research process and preparing relevant products (article/analytical document/blog) under the supervision of the project coordinator;
  • Presentation of prepared documents together with the project team;
  • Reviewing the documents prepared by the project team and presenting recommendations on them within the scope of one's own competence;
  • Participation in workshops/training/winter school with the project team.

Research topics (a maximum of two is required to be selected based on the interests of an expert):

  • Security policy planning;
  • Hybrid threats;
  • Human security and its protection in conflict-related contexts;
  • Strategies and action plans for police work in regions densely and traditionally populated by minorities.

Products to be prepared by the expert: the number of products (article/analytical document/blog) to be prepared by each expert (min. 2 documents) will be specified as a result of negotiation with the expert, in accordance with the working hours indicated below, taking into account the complexity and volume of the products.

Duration of work: about 30 working days (240 hours)

Period of work: depending on the thematic direction, the period from December 2022 to September 2024 will be selected upon agreement with the selected expert.

Remuneration: The budget of the project activities, which includes the remuneration of experts amounts to approximately 30,000 euros (which includes the taxes stipulated by the Georgian legislation). The mentioned amount will be distributed among all the selected experts (overall 5 - 3 chosen through this call and 2 already chosen experts) depending on the qualification and complexity of the work to be performed.

Requirements:

  • At least a master's degree in law, security policy, and/or other relevant social sciences (a doctoral degree is preferred);
  • At least 10 years of professional experience (experience of working as a researcher is desirable);
  • Belief in social justice, equality, and human rights;
  • Labor discipline, ability to plan work independently and work in a team.

It is desirable that the candidate has information about the current situation in Georgia in the field of security policy.
