Presentation of the Shadow Report

Within the framework of the EU-funded project (FAIR) Human Rights Education and Monitoring Center (EMC) in cooperation with the Institute for Development of Freedom of Information (IDFI) presented the main findings of the monitoring report, which reviews key challenges in the court system and procedural aspects of the development and implementation of the Judicial Strategy and the Action Plan. The shadow report also assesses the extent to which the planned activities have been fulfilled and offers recommendations for future reforms in the judicial system.

In order to evaluate the implementation status of activities foreseen by Judicial Strategy and its Action Plan, performance of responsible state agencies was evaluated from October 2017 through to October 2018 and the fulfillment of up to 100 activities was examined. In overall, 53% of activities studied during the monitoring period are unfulfilled, 20% partially fulfilled, 26% fulfilled and for 1 activity relevant status was not assigned;

The representatives of EMC and IDFI, as well as the EU officials welcomed participants of the event.

“The adoption of the judiciary strategy and action plan was an important milestone in the judiciary reforms. It's important to keep the population and civil society engaged and listen to their opinion about the implementation of the commitments made by the High Council of Justice” - pointed out Ms. Asuncion Sanchez Ruiz, head of political section of EU Delegation to Georgia.

The overall objective of the project “FAIR” is to support real reforms of the judicial system through monitoring, evidence-based advocacy, strengthening of individual judges and promotion of dialogue with them. The project also aims to increase the involvement of community groups in the reforms process of the judiciary through awareness raising and mobilization.
