Human Rights Education and Monitoring Center (EMC) has submitted the input document concerning the human rights situation of LGBT people in Georgia for the country visit of the UN Independent Expert on sexual orientation and gender identity - Victor Madrigal-Borloz.

The submission assess the effectiveness of the legislative and policy changes towards strengthening the human rights situation of LGBT persons in Georgia through three main areas: the anti-discrimination policy, fight against Hate crimes based on SOGI and challenges towards the implementation of the right to freedom of assembly and manifestation.

Additionally, submission includes the information on the recent human rights violations against LGBT individuals, including, hate crimes committed by third parties, domestic/family violence and their detrimental consequences, human rights abuses from law-enforcements officials, including, the violence committed by the police against the executive director of “Equality Movement” Levan Berianidze and queer activist T.K. and it’s ineffective investigation. Document also includes the information on cyber-attacks against LGBT activists by the neo-conservative anti-gender groups, particularly, the threads of killing and violence directed towards LGBT activists Koba Bitsadze and Beka Gabadadze

Additionally, document focus on the challenges of the implementation of the rights to freedom of assembly and manifestation of LGBT people and experiences of IDAHOT gatherings in Georgia from 2012 till today.

Document further analyzes the lack of preventive mechanisms envisaged by the government of Georgia towards the elimination of the homo/transphobic attitudes in the society, which is accompanied by state’s ineffective policies towards the transformation of formal educational system, which remains to be a critical challenge in Georgia.

The visit to Georgia of the UN Independent Expert on sexual orientation and gender identity scheduled to take place from 25 September to 5 October 2018. EMC will continue the communication and advocacy before IE SOGI in the future.
